Add assertions to check charm state

Need to test that charms resolve there state to 'active' especially for jaas curated charms. Charms that are failing to resolve there state properly can be considered a bug.

This is indirectly tested with the bundles we test, We cans see hook errors and juju 2 will retry and resolve them. the new status checks wait for errors to be resolved for a period of time. What we lack is a charm that specifically puts itself into error and waits for juju to retry,
