Bug Description

AWS will stop using short resource ids in December. They are asking us to opt-in to to the long ids. Any code in our test scripts that expect a short id will fail.

The manual provider tests no longer provision in aws and it used short ids, maybe we can delete this code. Code that starts an AMI needs review, possibly need fixing
