Bug Description
As seen in

There are several bogus reports that "Restore incomplete, hosted model in wrong state". This is because Juju 1.x's behaves differently. The test needs to be adjusted to wait for 1.x to read the desired state. In the 1.x failures we can see the test is actually setting up, fails before calling restore.
