industrial tests put too many containers on joyent

We consistently see that joyent fails to bring up lxd containers in the allotted time. There is not error. Either the test needs to deploy fewer containers or wait longer for joyent.

In general, each cloud's vms have different characteristics. Joyent can bring up machines quickly, but that does mean to can bring up containers quickly (Joyent did break container networking in their vms in 2015 for example). The test may need to allow us to specify density, or larger vm size if allowing more time does not work.
