Calls to kill/destory-controller do not check for errors

Bug Description
Juju CI is reporting success when kill-controller failed. We can see in the log that juju does not report success
All hosted models reclaimed, cleaning up controller machines
The calls to kill-controller, destroy-controller, and destroy-model ise a time out to ensure exit, but the timeout/esit code are never returned. Because the errors were not caught by the test, we could not see the failure in the unkowns and ununderstood.
