As seen in

CI substrate.py doesn't support azure-arm provider
The azure provider used by substrate.py believes the azure-arm provider is the 1.x azure provider and created the wrong kind of connection.
This is awkward because Juju does use the same name for the different providers. Substrate.py needs access to the client to workout which rules to use. Also, we may need a new lib to talk to the azure-arm endpoint.
