Bug Description

When re-running the unit tests for an older revision, I saw the test say it was testing one revision, but got the tarfile from another revision. The block get the tarfile doesn't use $REVISION_BUILD, and --revision-build is not required if the local tarfile is passed.

I have updated all jobs that run unit tests for revisions to use --revision-build $revision_build.

The next step is to update run-unit-test.bash to require --revision-build
