charm-store tests claim to pass

Beause of bug 1457031, it is not possible for juju 1.23 or master to deploy charms, but aws-charm-store-staging-deploy kvm-charm-store-staging-deploy claim success. The console logs show the charm was not deployed.

As these tests are about the charm-store API, success is probably determined by successful conversations between the state-server and the store. But since the test is showing state of the env, not success of communication, the console log definitely shows the complete action failed.
