retrieve-ubuntu-packages is doesn't understand ports

Bug Description

The certify-ubuntu-packages job uses retrieve-ubuntu-packages.bash to get debs from archive.ubuntu.com and ports.ubuntu.com. The former will make ppc64el and powerpc packages, but they are unused for by ppc4el trusty, which only uses ports.

We are either getting just the ppc64el packages from archive, or getting both. Our testing scripts expect one package and for trusty, it needs to come from ports. The packages from archive are compiled against a different tool chain.

Also. because or rebuilds, one archive might be using ubuntu1 while ports is using ubuntu0

Our certify job needs to check two archives. not not to get trusty ppc debs from archive, but from ports. We don't want to specify the last digit of the version, instead we want the script to select the highest version for each binary.
