Bug Description

We don't want a blacklist.

It is a hack to ensure testing continues because charmguardian/bundle-tester does not guarantee test results when there is a failure. charmguardian/bundle-tester does not detect when a test will never return, thus never provide results. The causes testing to enter a loop to test the charm or bundle that can never pass.
