Errors 'crash out' to blank browser

Jisko 3.0 rc1
Apologies for not recording the exact errors, but some 'crash out' into a one line plain text message in a blank browser window. Is it possible in PHP to have a generic site error page which reports errors, a bit like 404's, etc..?
I'm thinking maybe not, as some errors no doubt bork server processing, and therefore the output. But a white page with a one-liner scares most users silly. (They think they broke it!)
