Avatar and background folder is not being created for users

Hello, when I - the admin - of my site uploads a avatar or background, it works fine. But when my users attempt to upload something, it gives them this error "There was a problem while trying to upload your avatar."

If I manually create the folder "/img/", "img/avatar" and "img/background" it will allow them to upload. I have a lot of users though so I don't want to manually have to do that each time a new user registers.

I looked to see on launchpad if there was a solution to this error but there was not. I have the newest release installed.
Can you help fix, please!

README file is a great friend for all well-known issues. Do read it. And
please:

1) Don't duplicate contents (i.e. post a bug and a question with the exact
same text).

2) Don't ask questions via email. ALWAYS use LP, however, remember that
Jisko development is now stopped.

3) Don't expect to be included in any developers groups, as you requested a
while ago. You don't even follow the basic principles of an user - you just
have 'standard' problems and you didn't read the documentation included in
the package.
