Loading a plugin takes a lot of clicks

Bug Description
If you program something using a plugin (in my case a filter plugin), you notice that actually importing a new plugin and deleting forces you to do a lot of clicks and selecting, i.e. adding:
- Move to the import button and press
- Move to the deactived list and selecting the new plugin
- Press the arrow
Similiar to remove it, you first has to deactivate it, reselect it and then delete it.
Since there is no sorting for the existing plugins a table like for the Layers would be nice, with a plus button to add it then sth like

Even though this seems like an unimportant thing at first, I must agree that installing a plugin is still not really nice. This might become even more important when the HEKPlugin is packaged and shipped as an external plugin.
I also think that ONE window for managing plugins should suffice. I also like Helge's design idea.
