Bug Description
When merging an MP with a linked bug report. Include the bug report title in the commit message, possibly only if no commit message is set.

This used to be the case I'm sure. In fact, we relied on this being the case, to the point where several merges have happened in lp:autopilot with bad commit messages (due to another bug that meant that we had to enter something, even though the bug title was used).
I don't particularly mind what the behavior is, but please make sure developers know what's changing before you change it.
