Bug Description
Right now when merge proposal is from a non-Canonical person it just waits there being ignored. It would be good to update the MP that it is being ignored on purpose.

An extension of this idea from Thomi:
It'd be nice if the CI monitoring system could add a comment to these MPs saying "This MP will not receive any CI love because the author is not a member of ~canonical. Members of ~canonical can manually trigger a CI run at <url>".
