Bug Description
The HApprove terminology is just slang for Top Approving an MR.
In phablet we did this manually and had certain formalities going on during lock downs. Since we are not doing staging PPAs anymore, we were looking into only allowing tech leads, managers and specific people (infrastructure/job owners) to HApprove MRs
