Bug Description
With the deprecation of the agent startup method that downloads the JNLP file before starting the agent we will have no option to set an internal URL for the jenkins controller. Now we download the file and add a jenkins-be.internal URL to.
Before that gets deprecated we need an alternative to set an alternative URL for the agents to connect to the controller.
