The above added a new parameter "install_packages" that lets users specify additional packages to install on the build slaves. Unfortunately because of the "version" condition it won't run if you change this parameter.
The run conditions are probably over-eager, at least on some jobs, since you don't run them over and over again - and most of them are idempotent anyway.
