mod_announce is not working properly with clustered SM

Bug Description
When SM is clustered in many instances, mod_announce does not push messages to other instances.

Need to:
1. Rewrite mod_announce to push announces through router.
1.1. Add a route type='multi' to push a packet to all components bound to route.
1.2. Add a packet type to exchange announce. (special namespace probably)
