SVN history file not found if directory missing in working directory

Bug Description

Steps to reproduce:
1. Commit a directory to SVN.
2. Delete the directory in the working directory.
3. Navigate to the directory with ?r=27 (the revision which was committed).

It should show the past version of the directory, even if the current directory does not exist.

Instead, it gives "Error: Revision not found or file not found in revision 27."

This is bad because it affects the "verify" functionality in the submit system.
