Bug Description
We currently let administrators configure whether tutors can enrol students and a few other tutor capabilities in the ivle.conf file.
It is certainly possible that some subjects have different trust levels of their tutors. Some may have just one or two trusted tutors, and others may have a whole bunch. The tutor permissions should be per-offering and configurable by lecturers.
