Verify links are broken for files containing #

Check the verify link - the # is not urlencoded.

Requires more work on escaping the filename. Not an urgent bug since it only affects the UI links.

This bug doesn't cover lecturer checkout links, right? Only verify. (That would be more important, as it is automated.)

No. They're just text and well and truely shell escaped.

This is an issue with the # characters in URLs (and possibly ' characters
with the filebrowser)
