Exercise variable editor needs a lot of work

The variable section of the exercise editor is awful at the moment. The interface for variables and arguments is unified, one must leave various boxes blank depending on the type, and argument indices must be calculated manually.

It should be redesigned entirely, with variables and arguments in separate sections. Variables can be simple key-value pairs, while arguments might be able to be entered using normal Python syntax and parsed using ast?
