ivle-config should allow setting of all options

Bug Description
What steps will reproduce the problem?
1. Attempt to add setting of jail/devmode and jail/suite to the documentation.
2. Realise you have to resort to telling users to get out a text editor.
We should instead allow ivle-config to take any valid config option, rather than just those it's
configured to ask. I've already hacked in a couple of options (hidden by default) for the Debian
package, but a proper solution would be nice.
