Console should execute a failed command after restarting

Bug Description
If you try a command at the console but the Python console has been killed,
it prints 'Console Restart: The IVLE console has timed out due to inactivity.'
It should execute the command after restarting.
This is not quite clear-cut, since the user's environment will have been
destroyed - they may not want that command to be run. May have a discussion
about this first.
