Bug Description
When a problem XML file contains the attribute: default='check', all output
streams are compared across the supplied program and the submitted program.
Even when neither program produces stderr output, the error message is:
'stderr does not match'.
Currently we can sidestep this by changing
default='check' to default='ignore'.
