Bug Description

Python 3.13 removed the standard crypt lib[1][2], this affects Ironic and IPA as reported by Thomas Goirand (zigo) [3]

    Replace crypt module

    The crypt module was removed in Python 3.13 . Replace the module by
    new methods from oslo_utils.secretutils .
