Ironic devstack plugin cannot work on rpm-based distributions

Bug Description

In commit 0a11855d3fe86545a749aed03fb937cabc389916, we added the `downgrade_dnsmasq` function to the ironic devstack plugin. Because this function explicitly and unconditionally calls `dpkg`, it precludes using the ironic plugin on a non-dpkg based distribution.

Is this intentional? Devstack itself attempts to support "the two latest LTS releases of Ubuntu, Rocky Linux 9 and openEuler"; is this bug worth fixing or will Ironic only support Ubuntu for devstack?
