Some embedded deviecs don't have a "power off" capability

Bug Description

I have been made aware that some embedded smartnic devices do not have a "power off" capability at all.

For example, a smartnic in a host might not be able to self-terminate it's own power, and may only present an option for "reboot".

The challenge to using ironic to deploy to this device, then becomes ironic's pattern of "power off" and then "power on" to reboot. For IPMI, it seems some of these devices just sort of "lie" about the state, where as with Redfish it is more accurately represented.

For example, some Bluefield3's report a power policy via redfish of "AlwaysOn", with a power status, and the advised path to reset the ARM cores is to request the manager to make the change. Unfortunately, without further information being supplied on the layout of the redfish surface, it might be difficult for us to design a patch for this issue.
