[RFE] Find out the OS State via the BMC

Bug Description
Redfish has a model of "BootProgress" where we are able to identify details about the operational state or progress of booting a machine. Exposing this allows logic interacting with the BMC to query and identify "if an [Ramdisk|OS] booted, or not", which provides a powerful feedback mechanism.
The idea here is add this to Sushy, and allow consumers such as Ironic to read the details as needed.
