Bug Description

When booting using PXE, additional parameters can be added using `[pxe]/pxe_append_params`.
There is no similar mechanism for iLO driver which uses vfloppy for passing parameters.
Some parameters which could be useful there are `ipa-debug=1` and `ipa-insecure=1`.
