Bug Description
At the OpenStack Dublin PTG, we discussed deployment steps and deploy templates [1]. We agreed that the first thing to do was to refactor the existing deploy process code to be one or more deploy steps, similar to that used for the clean steps process. In this first phase, there will not be any additional ways for the operator or end user to affect the deployment process.
