The spec suggests creating a new repo for tempest test for each project. We already have the repo. This bug is to track the changes where tempest tests are moved from ironic to ironic-tempest-plugin.

This is done, although I see that we didn't follow the spec wrt topic. The two patches of relevance:
- Remove ironic_tempest_plugin/ directory: https://review.openstack.org/#/c/532585/
- Remove ironic_inspector/test/inspector_tempest_plugin/ directory: https://review.openstack.org/#/c/527743/
