[RFE] Ironic XClarity Driver

Lenovo Flex series servers use an IMM GUI which brings forth a unique way
of managing the nodes. The nodes need to be created, managed and operated by
XClarity Administrator GUI tool and are identified by a unique host id.
In addition of management using IPMI protocol, this blueprint proposes
a new driver to manage Lenovo servers using XClarity Administrator RESTful
API.

The proposal is to add the following features in Queen:
* Power
* Management
