Bug Description
A baremetal node will enter maintenance state when network is unstable or power down for the reason of power sync exceeded max retries.
when a node enter maintenance state, it will not synchronize the power status. In before case, we should check the maintenance reason, if it is "During sync_power_state, max retries exceeded", we should alow sync_power_state for it.
After the power state back no normal, remove it from maintenance state.
