[RFE] Add 'ipmitool' vendor interface for use by hardware types

Our classic ipmitool driver has vendor passthru methods for 'send_raw' and 'bmc_reset' [1]. We should make them available as an 'ipmitool' vendor interface, so they can be used with the 'ipmi' hardware type.
