Looks like this might be the same bug as https://bugs.launchpad.net/tripleo/+bug/1678218 except in Ironic itself, and it only seems to be happening on upgrade, so there's probably an idempotency problem in the dbsync.

There is no bug. It's just our CI that didn't update the Ironic package to the right version because we miss nvr or new tag on all openstack packages.
