Virtual Machines as BMs in Devstack support multiple network interfaces

Currently, the virtul machines as BMs only support one network interface。In fact，ironic support BMs with multiple network interfaces， so we should cover this scenario in devstack.

We should define a variable IRONIC_VM_NIC_COUNT such as IRONIC_VM_COUNT to specific the number of a virtual machine's network interfaces, and modify the vm.xml to support the variable.

so we can test BMs with multiple interfaces.

Not sure if this needs a spec or not. Personally I think it does not but would like others to weigh in.

Also what's the goal here? Are you going to add Tempest tests to leverage the multinic virtual machines? Would like some more information.

Thanks for the bug report. I brought it up in today's ironic meeting [1] and clarified that for (small) changes to improving our testing environment, there is no need for an RFE.
