Bug Description
For a driver to be in tree, you must:
1) Have functioning CI
and
2) Pass it regularly
The ipminative (pyghmi) driver does not have working CI, and cannot upstream as virtualbmc is built using pyghmi, making it unlikely to be a valid testing scenario.
Additionally, we've had many reports from Ironic users that they got unstable behavior when they tested the ipminative driver in their staging/production environments.
Unless we are able to get 3rd party CI for this driver, and resolve the stability issues, it should be removed from ironic per our driver policy.
