deprecate glance v1 support

The glance V1 API is deprecated. We should stop supporting it, starting with deprecating it in Pike and removing support in Queens.

Hi, our company is still using glance v1(Kilo) in production environment, But ironic now use Ocata version and maybe we will use Pike.

Hao Li, glance v1 is deprecated now (I think since at least Liberty). You could still deploy glance v1 but you're also going to need to make glance v2 available for services like Ironic to use in the Queens release.

    Deprecate support for glance v1

    Nova dropped support for glance v1 in Ocata and we're going
    to disable glance v1 in CI runs for Pike. The glance v1
    API is deprecated so we should start burning it out of the
    system in all of the projects.

This issue was fixed in the openstack/ironic 8.0.0 release.
