[RFE] Provide PUT for Ironic nodes in the API

Bug Description

Currently Ironic only supports PATCH for updating an Ironic node, we should also support PUT.

I tagged this as 'needs-spec' because I looked at the old patch (see comment #1) that was abandoned, and if we implement this, it needs to be spelled out what this PUT would do, and what the 'openstack baremetal' CLI command would be (if any).
