[RFE] Allow to attach/detach VIF to active Ironic nodes.

Support of pluggable interface in Ironic was done https://bugs.launchpad.net/ironic/+bug/1582188.
But it allows to attach/detach interfaces to nodes before starting deploy. Once instance is provisioned, there is no possibility to add more networks to it.

This RFE is to track work that will allow attach/detach VIFs to active Ironic nodes.

Nova ironic virt driver should be extended to support new functionality.

This hasn't been approved yet but Jim says he's ok with it and Dmitry confirmed it, so I'm going to assume they both approve of it. The nova-virt part will be covered in some other nova-related rfe or bug? I'm good with this as long as the hand-waving 'work that will allow attach/detach VIFs to active Ironic nodes' is simple.

    Allow to attach/detach VIFs to active ironic nodes

    This patch enhances attach/detach logic and allows to work with
    active ironic nodes. Starting with this change when VIF is attach/detach
    neutron port is updated appropriately to reflect changes on hardware
    (ie: plug port to specific network)
