api-ref generation now has warnings

Bug Description

A recent change to os-api-ref increased the number of warnings (http://lists.openstack.org/pipermail/openstack-dev/2017-January/110606.html). Due to this, the ironic api-ref job is failing because we treat warnings as errors.

My suggested fix is:
Step 1) Immediately unbreak the gate by not treating warnings as errors
Step 2) Fix warnings, and re-enable treating warnings as errors

    A few missing parameters breaking the build on latest api-ref package,
    fix them.
