[RFE] MoltenIron support for bare metal

When running a Continuous Integration environment, many patches need to be
tested. While one could theoretically configure one Bare Metal machine in
an Ironic setup, you are limited to being able to test one patch at a time.

Therefore, we need to maintain a pool of Bare Metal machines that are able
to accept testing a patch.

We need a system to manage the pool and also to allocate and release
machines in the pool.

In order for this RFE to be approved, you'll have to add detailed information on exactly what you're trying to do. Looking at our specs template can be a good checklist for all the things you have to consider (even if we don't make you write a full spec).
