Bug Description
Since Ubuntu 15.04 pxelinux.0 file is no longer provided by syslinux package, but instead by pxelinux package.
Ironic's devstack plugin does not install pxelinux, and searches for pxelinux.0 in /usr/lib/syslinux/ where it is absent, and thus fails.
This does not happen when iPXE is enabled for Ironic in DevStack (which is currently the default).
