Bug Description

The OneView driver docs (http://docs.openstack.org/developer/ironic/drivers/oneview.html) should have a specific call to action, including upgrade steps, for users to transition off pre-allocation mode into dynamic-allocation mode.

Currently the logs do a good job of describing the difference, but have no call to action for an operator using the deprecated method.
