Bug Description
Currently the dev quickstart guide is out of date in a handful of ways:
1) It does not indicate anything about python 3.5 support
2) It has directions for older distros (Fedora 21 vs latest Fedora 23) and likely has not been tested on Ubuntu Xenial
As part of this patch, I'd also suggest rewriting that section somewhat more clearly, perhaps including all deps (whether py27 or py3*) in one section, since we gate on python 2.7, 3.4, and soon python 3.5.
