Dev quickstart guide needs to be updated for py35, newer distros

Currently the dev quickstart guide is out of date in a handful of ways:

1) It does not indicate anything about python 3.5 support
2) It has directions for older distros (Fedora 21 vs latest Fedora 23) and likely has not been tested on Ubuntu Xenial

As part of this patch, I'd also suggest rewriting that section somewhat more clearly, perhaps including all deps (whether py27 or py3*) in one section, since we gate on python 2.7, 3.4, and soon python 3.5.

To be clear, in order to resolve this bug, we should add information to the dev quickstart guide about how to get the various python versions installed, or at a very minimum, indicate that some aren't supported (i.e. Fedora 23 doesn't ship Py35)
