[RFE] Support assign different types of network cards to different networks

When booting an instance from nova, we can specify multi networks if the selected node has more than one port, but unlike 'vif', Ironic node may have different types of network cards, in some cases, users want to assign different types of network cards to different networks, like GE port for the management network and 10GE port for the service network.

As neutron has already supported to add tag to port resources, and we can leverage the extra field in Ironic port object, then during plug_vif process, we can assign ironic port to corresponding neutron port with the same tag information.
