[RFE] Add image caching support to agent driver

Bug Description

IPA supports caching images to disk through the standby extension. See StandbyExtension.cache_image: https://github.com/openstack/ironic-python-agent/blob/master/ironic_python_agent/extensions/standby.py#L475 (or there-abouts).

Ironic's agent driver currently does not directly support using this functionality in IPA. Direct support would enable operators to instruct nodes to cache images through Ironic via the agent driver.

This is a good call, except for I don't quite see where in our state machine it fits. Cleaning?
