Takeover does not work in case of pxe boot

Bug Description

When take over happens, after applying a fix for bug 1516812, _do_takeover fails with the following in the node's last_error:

Async execution of _do_takeover failed with error: [Errno 2] No such file or directory: '/opt/stack/data/ironic/tftpboot/39be41a3-c782-4268-8ebe-e9281086f2da/config'. This happens because PxeBoot.prepare_instance method expects that pxe config file already exists and tries to switch the default label, failing with mentioned error.
